The Experts on Valuation of the World Customs Organization conducted a diagnostic mission at Mongolian Customs

The experts of the World Customs Organization (WCO) Mr. Ian Cremer, Senior technical officer of WCO, Mr. Ismail Nashid, Customs specialist of Maldives Customs Service and Ms. Zhiying Xu, Valuation Division officer of Shanghai Customs conducted a diagnostic mission to help develop the valuation infrastructure of the Mongolian Customs and held a valuation workshop from 28 August to 1 September, 2017.

The WCO experts met with senior officials of the Mongolian Customs General Administration and officials of the respective departments and divisions and presented the overview of “Revenue Package programme”, “Valuation control system of China Customs and Maldives Customs” and “Current situation of Customs valuation”.

Total of 25 customs officers attended two day valuation workshop which was conducted by WCO experts as a part of the diagnostic mission.

Mongolian customs delegates headed by Mr. Onon.B, Director of Customs Offences Prevention and Preliminary Investigation Department of the Mongolian Customs General Administration (MCGA) held meeting with Mr. Liu Xiao Hui, Director of Anti-Smuggling Bureau of the General Administration of China Customs and Mr. Zhou Jun Director of Anti-Smuggling department of the Huhhot Customs which enabled the legal environment of two administrations on combating with customs offences and drug trafficking. The parties agreed to exchange intelligence, to conduct workshops and to provide drug detecting tools and kits under the cooperation between two administrations. Therefore Mongolian Customs has received 10 sets of drug testing kit which can detect 6 types of drugs from China Customs as a technical assistance.

MEETING WAS HELD BETWEEN CUSTOMS OFFENCES PREVENTION DEPARTMENT OF MONGOLIAN CUSTOMS GENERAL ADMINISTRATION AND ANTI-SMUGGLING DEPARTMENT OF SIBERIAN CUSTOMS OF FEDERAL CUSTOMS SERVICE OF RUSSIAN FEDERATION

DSC 2008The Customs Offence Prevention and Preliminary Investigation Department of Mongolian Customs General Administration, Siberian Customs’ Anti-smuggling Department of Federal Customs Service of Russian Federation, respective officials from customhouses located at the Russia-Mongolia borders were present during this meeting that took place from 4 to 8 September 2017 in Irkutsk, Russia. The Parties have agreed to cooperate and exchange information in order to combat cross-border smuggling of firearms, drugs, narcotics, medicaments, medical tools, vehicles and endangered species that are included on the 2018-2019 working plan between two administrations.

Under the aim of Technology based Customs Control-2017, in cooperation with Tax Department and Chamber of Commerce and Industry of Khuvsgul province, Khankh Customs held a meeting event with the member entities of Chamber of Commerce and Industry of Khuvsgul province. Total of 71 entities of Khuvsgul province have attended the meeting event.

National workshop on Customs laboratory modernization was successfully held

The experts of the World Customs organization Mr. Alvaro Fernandez, Senior technical officer of the WCO Secretariat, Mr. Juan Moreno, Chemistry Professor, Central Customs Laboratory of Madrid and Mr. Yunge Wang, Director of Shanghai Customs Laboratory conducted “The National workshop on Customs laboratory modernization” for officers of Mongolian Customs from 31 July to 03 August, 2017.

The workshop participants expanded and gained their knowledge through the National workshop on Customs laboratory modernization on the following topics: roles and duties of the WCO Committees and Sub Committees, overview of the Regional customs laboratory and Customs laboratory of Spain, WCO instruments and tools, overview of Harmonized System, Chemical analysis of the textiles, Drug analysis, HS and INN database and other related topics.

The Seminar was attended by the representatives from customs administrations of Mongolia, China and Russia, train operators, China Post and business entities. Leaders of the three customs administrations and Heilongjiang province gave opening speeches. Mr.Bat-Erdene.Yo, Deputy Director mentioned the importance of “Trilateral agreement between the General Authority for Customs and Taxation of Mongolia, Federal Customs Service of the Russian Federation and the Customs General Administration of the People’s Republic of China on the Mutual recognition of the customs control on certain commodities” in improving trade circulation, increasing the competitiveness of products, widening the economic cooperation by facilitating the flow of goods and vehicles crossing the border and promoting the economic corridor.

NATIONAL SEMINAR ON “EXPORT AND IMPORT CONTROL ON OZONE DEPLETING SUBSTANCES” WAS SUCCESSFULLY HELD

The national seminar on “Implementation of Montreal protocol and Export and import control on ozone depleting substances” was co-organized by Customs General Administration and National office of Ozone of Ministry of Environment, Green development and Tourism for officials working in the area of customs and environment control on 14-15 June, 2017 at Ulaanbaatar city Customs. Total of 40 officers from Customs General Administration, Ulaanbaatar city Customs, Buyant-Ukhaa Customs and International Postal Customs and 10 officers from General Administration of Specialized Inspection have actively participated in the seminar.
