WORKING GROUP MEETING OF CUSTOMS OFFENCE PREVENTION DEPARTMENT OF MONGOLIAN CUSTOMS AND GENERAL DEPARTMENT OF ANTI-SMUGGLING OF FEDERAL CUSTOMS SERVICE OF RUSSIA WAS HELD IN SOCHI, RUSSIAN FEDERATION

Working group meeting was held in Sochi, Russia on 10-12, April, 2017, with an aim to review the works completed of Mongolia-Russian customs during 2016-2017 and to exchange opinions on future endeavors regarding violation of customs law. Meeting was led by the Deputy Director Generals of the two Customs administration and Mr.Bat-Erdene.Yo, Deputy Director General of MCGA was the head of delegations of Mongolian Customs. Delegations of Mongolian Customs: Mr.Onon.B /Director, Customs Offence Prevention Department, MCGA/, Mr.Ochgerel.L /Senior Customs officer, Customs Offence Prevention Department, MCGA / and Ms.Bayarmaa.Ts/ Customs officer, International Cooperation division, MCGA/.

            Mr. Serishev, Deputy Head of Federal Customs Service of Russia has mentioned that the “As neighboring countries, Russia and Mongolia have a capacity to enjoy fruitful cooperation that meets interests of both parties in the area of violation of customs law and anti-smuggling” during his opening speech and further noted that “He hopes that this meeting will be beneficial for the future cooperation concerning customs offence of both parties”.

Mr.Bat-Erdene.Yo, Deputy Director General of MCGA, stated that “Cooperation of customs administrations of Mongolia and Russia concerning violation of customs law is specifically included on the meeting minute of The 20th Meeting of the Mongolia-Russia Intergovernmental Commission and Mongolia is seeking proactive, continuous and consistent cooperation with Russian customs”.

Both parties have agreed to improve the regional cooperation on detecting and intercepting violation of customs law and crimes of commodities and vehicles crossing the border and the importance of combatting illegal trade of drugs and narcotics. During the meeting, General Department of Anti-smuggling of Federal Customs Service of Russia and Customs Offence Prevention department of Customs General Administration of Mongolia have presented detailed report of their mission, organizational structure and scope of operation.

The Parties have discussed the completed tasks concerning combatting customs offence and its future outlook under the regional cooperation; changed opinions on organizing joint operation to combat various forms of violent crimes of commodities crossing the border; noted the importance of prompt Information exchange in order to increase the effectiveness of future actions of combatting customs offence and to organize prompt operations, and further agreed to appoint contact points of respective parties.

            Mongolian Customs has expressed their interest to invite professionals and experts to organize national workshops /e.g. detecting drugs/, to improve capacity building of customs officers with an aim to fight against the violation of customs law and further added that Mongolian customs is ready to organize these workshops at the border ports, if necessary. The Russian Customs had gladly received this suggestion and expressed that they will assist.

At the end of the meeting, “2018-2019 Cooperation Plan of customs administrations of Mongolia and Russia concerning violation of customs law” was signed by the Deputy Director Generals of Customs administrations of Mongolia and Russia.

Both parties have agreed to organize the next meeting in Mongolia, in 2018.
