THE SECOND MEETING OF THE CUSTOMS GENERAL ADMINISTRAION OF MONGOLIA AND FEDERAL CUSTOMS SERVICE OF RUSSIAN FEDERATION WORKING GROUP FIGHTING AGAINST THE VIOLATION OF CUSTOMS LAW AND REGULATION HAS BEEN ORGANIZED

123456The Second working group meeting of Customs General Administration of Mongolia and Federal Customs Service of the Russian Federation was held on 5th of November, 2018 in Ulaanbaatar city in order to deliberate on the results of the implemented tasks in 2017-2018 on combating against the violation of customs regulation, to exchange mutual opinions on the further works in this line of activity, and to settle the various matters.

Representatives of the General Department of Anti-Smuggling of the Russian Federation, led by O.Gubaydulin, Deputy Head of Federal Customs Service of Russia, participated in the bilateral working group meeting.

The conference was chaired by the working group chairman from Mongolian side Yo.Bat-Erdene, Deputy Director General of Customs General Administration of Mongolia and B.Onon, Director of Customs Offence Prevention and Preliminary Investigation Department, L.Ochgerel, the deputy director of Customs Offence Prevention and Preliminary Investigation Department and the Director of Customs enforcement unit, B.Sukhbaatar, Head of Anti-drug unit, Ch.Erdenebat, Head of preliminary investigation unit, and Ts.Bayarmaa, Customs officer of International cooperation division has attended the meeting.

Deputy Director General of Customs General Administration of Mongolia Yo.Bat-Erdene opened the meeting of the Mongolian-Russian working group and noted in his speech that accordingly to the “2018-2019 Collaborative interstate plan between the Customs General Administration of Mongolia and Federal Customs Service of the Russian Federation to combat against the violation of customs regulation” established during the meeting in Sochi city, Russian Federation which was organized on 10th of April, 2017, the regional conference has been organized twice between the Department of Customs Offence Prevention and Preliminary Investigation Department of Customs General Administration of Mongolia and Siberian Customs Department of Federal Customs Service of Russian Federation, information exchange, activation of inquiry activities, certain works have been conducted in terms of the collaborative work, and there are numerous results are showing.

He expressed his confidence that furthermore, sharing the rich practices of Federal Customs Service Agency of Russian Federation, and exchanging the knowledge and information constantly will be crucial for the fight against the transnational crimes and conflicts between the borders of two countries, and the cooperation in this line of activity will be intensified and strengthened further.

The Deputy Director of Federal Customs Service of Russian Federation O.Gubaydulin thanked Mongolia for the warm welcome of the Russian customs delegation and emphasized the recent years’ active and intensive development of the Mongolia-Russian cooperation in fight against the customs’ crimes and conflicts.

Parties acknowledged the importance of Mongolian-Russian customs organizations will work closely in the regions to promptly identify and intercept the violation and crime against the customs regulation during the vehicle border crossing, paying special attention to the combat against smuggling narcotics and drugs through the border and as well as smuggling certain type of products in order to avoid paying tax, and agreed to carry out a joint operation at the air, rail, and road border ports of Mongolia-Russia.

The parties has agreed on the final draft of “The Inter-Agency guideline between the MCGA and FCS of Russian Federation on the information exchange of interim transferred privately owned vehicles” during the previous meetings, therefore the signing ceremony of the guideline agreement will be organized at the recurrent meeting of the Heads of Mongolian-Russian customs organizations.

In terms of the works to combat against the violation of customs regulations, Russian side’s suggestion to organize a capacity building training for the Mongolian Customs officers was supported by the Mongolian customs representatives, and thus expressed the opinion of organizing the training via the distance learning format.

Within the framework of the “Intergovernmental Agreement between the Government of Mongolia and the Russian Federation on Cooperation on Customs Matters” established in Moscow on 20 January 1993, in order to enhance the further effectiveness of the Mongolian-Russian Customs organizations collaborative fight against the customs violations and crime, it is necessary to take additional measure, thus the Deputy Director General of the MCGA, Yo.Bat-Erdene and the Deputy Director of the FGS of Russian Federation O.Gubaydulin has signed on the Special Collaborative Operations plan between the Customs General Administration of Mongolia and Federal Customs Service of Russian Federation.
