CUSTOMS ADMINISTRATIONS OF MONGOLIA AND PEOPLE’S REPUBLIC OF CHINA WILL MUTUALLY RECOGNIZE THE CUSTOMS CONTROL RESULTS

viber image     9th Working group meeting of Joint Customs Control of Mongolia and People’s Republic of China has been held in Tianjin, China.

    The meeting was attended by delegates of Mongolian Customs, headed by Mr. Munkhuu.E, Customs Control And Inspection Department, and by Mr.Miao YueXue, Deputy Director of Customs control and inspection division of General Administration of Customs People’s Republic of China, Mr. Li Na, Deputy Director of Customs control and inspection division of General Administration of Customs People’s Republic of China and other delegates. Delegates held discussion and agreed on several works concerning the electronic exchange of unified cargo manifest of the two customs administrations and the 2nd phase of JCC “Mutual recognition of inspection result”

            Both sides agreed to conduct pilot project of electronic exchange of UCM at the Zamiin-Uud (MON)-Erlian (PRC) on 1 September, 2018 and to officially start the electronic exchange of UCM at Zamiin-Uud-Erlian, Gashuunsukhait-GanQiMaodu, Shiveekhuren-Sekhee, Bichigt- Zuunkhatavch, Khavirga- Rashaant, Burgastai- Lao YeMiao and Bulgan- Takashiken ports on 1 January, 2019. The electronic exchange of UCM of the two administrations is important for decreasing the time spent on customs control and inspection and for intercepting the illegal using of counterfeit manifest are expected.

During the meeting, discussion on the project of JCC “Mutual recognition of inspection result” was held and the project was finalized.

Delegates also agreed to mutually recognize the x-ray images and measure weights of goods and vehicles crossing the border and to mutually agree on nomenclature of goods and make changes at the seasonal meetings of border administrations. By mutually recognizing the inspection results, Zamiin-Uud Customs will be in charge of goods exported to China from Zamiin-Uud border point and Erlian Customs will be in charge of goods exported to Mongolia from Erlian border point respectively. Each customs will check x-ray images, weight information, electronically save them on smart seal and forward it to the Customs on the receiving end. The receiving Customs will recognize the information on the smart seal without conducting customs control twice.

The implementation of the project of JCC “Mutual recognition of inspection result” plays crucial role in harmonizing the customs control the two Customs, saving time and cost of traders, simplifying and improving the result of customs control, increasing security and the capacity of border points and providing suitable trade environment for both sides.
