AGREEMENT BETWEEN THE MONGOLIAN CUSTOMS AND THE WCO REGARDING THE UTILIZATION OF THE WCO NATIONAL CUSTOMS ENFORCEMENT NETWORK (NCEN) APPLICATION

Agreement between the Mongolian Customs and the WCO regarding the Utilization of the WCO National Customs Enforcement Network (nCEN) Application was signed by Mr. Ts.Gendentseveen on behalf of the Mongolian Customs and in his capacity of Deputy Director General of the Customs General Administration on 12 June 2020 in Ulaanbaatar. Due to Covid-19 pandemic, the WCO Secretariat had, on behalf of the WCO, signed it on 28 May in Brussels. Under the Agreement, The WCO grants the Mongolian Customs a non-exclusive, non-transferable, royalty free license to use the nCEN application.The nCEN software is free of charge for Mongolian Customs.

nCEN is a system developed by the World Customs Organization to assist Customs administrations to collect, store and exchange law enforcement information. The provided software consists of an application for the collection and storage of enforcement data at a national level and an interface for the exchange of data amongst Customs Administrations on the international level.

By adopting nCEN Customs administrations will have the ability to manage information on all aspects of their law enforcement functions within a structured database. This will allow for better intelligence, enabled risk targeting, seizure and performance management reporting, resource utilization and most importantly provide the platform for enhanced co-operation and collaboration across the whole border sector.
